PFAS Regulations 2026: What They Mean for Upholstery Materials

PFAS regulations are becoming an increasingly important consideration across commercial interiors, healthcare, hospitality, transportation, and marine markets. As more states and countries introduce restrictions on per- and polyfluoroalkyl substances, manufacturers, designers, and procurement teams are taking a closer look at the materials they specify.

For many upholstery suppliers, meeting new PFAS requirements involves reformulation, retesting, and updating compliance documentation. As regulations continue to evolve, material transparency is becoming a larger part of the purchasing process.

Key PFAS Compliance Takeaways

• Six U.S. states enacted PFAS restrictions in 2026.

• California further tightens total organic fluorine limits in 2027.

• France enacted the first national PFAS product ban in Europe.

• Sileather silicone-coated fabrics tested non-detect for PFAS compounds and total fluorine.

• Supported by OEKO-TEX, Indoor Advantage Gold, and SCS Green Material certifications.

What Changed in 2026

Six U.S. states — Maine, Colorado, Connecticut, Minnesota, Vermont, and Washington — enacted or expanded PFAS restrictions on upholstered furniture and textile articles effective January 1, 2026. California, which already has threshold requirements in place, tightens its total organic fluorine limit from 100 ppm to 50 ppm in January 2027. In Europe, France became the first country to implement a national PFAS product ban in January 2026, with a broader all-textiles restriction planned for 2030.

As a result, manufacturers and specifiers are increasingly asking questions about material composition, testing, and long-term compliance readiness — and not all materials answer those questions the same way.

A Different Approach with Silicone Technology

Sileather silicone-coated fabrics achieve durability, stain resistance, and cleanability through silicone surface technology rather than traditional fluorinated surface treatments.

This distinction matters for specification. A material that is PFAS-free because fluorinated chemistry was removed carries a different compliance story than a material that achieves performance without relying on fluorinated surface treatments in the first place.

Silicone-coated upholstery materials are commonly specified in applications such as:

• Healthcare seating

• Commercial interiors and hospitality environments

• Marine upholstery

• Transportation and high-traffic public spaces

These environments often require materials that are easy to clean, durable, and capable of maintaining appearance over long service life cycles.

Third-Party Testing and Certification

Material claims should be supported by independent documentation.

Sileather silicone-coated fabrics were tested under OEKO-TEX Standard 100 Edition 04.2025, Annex 4, Product Class I — the standard applied to products for babies and children under 36 months, and the most stringent of OEKO-TEX's four product classes. Independent laboratory testing by Hohenstein reported non-detect results for PFAS compounds tested and non-detect results for total fluorine content.

Sileather materials are supported by the following certifications and sustainability programs:

• OEKO-TEX Standard 100, Product Class I

• Indoor Advantage Gold (ANSI/BIFMA M7.1)

• SCS Certified Green Material

• PFAS testing documentation and non-detect results

• Qualifies for LEED v4, WELL Building Standard, BREEAM, and Living Building Challenge projects

Looking Beyond Compliance

While PFAS compliance is an important topic, material selection decisions rarely come down to a single requirement. Designers, manufacturers, and specifiers increasingly evaluate materials based on a combination of factors:

• Durability and long-term performance

• Cleanability and disinfectant compatibility

• Indoor air quality and VOC emissions

• Sustainability documentation

• Regulatory readiness as requirements continue to develop

Choosing materials supported by independent testing, recognized certifications, and transparent documentation can help simplify future specification decisions — not just for today's requirements, but as the regulatory landscape continues to evolve.
